The director of the American Civil Liberties Union’s national security project talks about why the Obama administration’s drone assassinations are not just illegal in many cases, but are becoming increasingly risky for the US itself. She states that what the U.S. has been using as the grounds for its use of Drone attacks on persons on the “Kill List” will be used by other countries as the basis for them using Drones for their “Kill Lists”. Lahore court rules against drone strikes

LAHORE, Pakistan, June 30 (UPI) — Federal authorities should take measures to stop drone attacks in Pakistan if they are carried out without formal approval, a Lahore court said Wednesday.

A Lahore court Wednesday called on the government to take appropriate measures to halt strikes by unmanned drones in Pakistan if they aren’t approved by Islamabad, Pakistan’s Dawn newspaper reports. The court was responding to a petition that said drone strikes were a violation of national sovereignty.

Over 40 Nations have Assassination Drones or are working on developing their own Assassination Drones.

    WASHINGTON — Unmanned aircraft have proved their usefulness and reliability in the war zones of Afghanistan and Iraq. Now the pressure’s on to allow them in the skies over the United States.

    The Federal Aviation Administration has been asked to issue flying rights for a range of pilotless planes to carry out civilian and law-enforcement functions but has been hesitant to act. Officials are worried that they might plow into airliners, cargo planes and corporate jets that zoom around at high altitudes, or helicopters and hot air balloons that fly as low as a few hundred feet off the ground.

    On top of that, these pilotless aircraft come in a variety of sizes. Some are as big as a small airliner, others the size of a backpack. The tiniest are small enough to fly through a house window.

UN expert criticizes “illegal” targeted killing policies and calls on the US to halt CIA drone killings

GENEVA – “Targeted killings pose a rapidly growing challenge to the international rule of law, as they are increasingly used in circumstances which violate the relevant rules of international law,” warned on Wednesday Philip Alston, the UN Special Rapporteur on extrajudicial executions, launching his report* to the Human Rights Council on legal issues raised by targeted killing.

“The result is that the rules being set today are going to govern the conduct of many States tomorrow,” Mr. Alston said. “The international community needs to be more forceful in demanding accountability.”
“The most prolific user of targeted killings today is the United States, which primarily uses drones for attacks,” said the independent expert noting that “some 40 states already possess drone technology, and some already have, or are seeking, the capacity to fire missiles from them.”

“I’m particularly concerned that the United States seems oblivious to this fact when it asserts an ever-expanding entitlement for itself to target individuals across the globe. But this strongly asserted but ill-defined license to kill without accountability is not an entitlement which the United States or other States can have without doing grave damage to the rules designed to protect the right to life and prevent extrajudicial executions.”

Legality and accountability

The report identifies two major problems: the excessively broad circumstances in which targeted killings are alleged to be legal, and the absence of essential accountability mechanisms in situations where they are used.

“In terms of the first problem, there are indeed circumstances in which targeted killings may be legal. Targeted killings are permitted in armed conflict situations when used against combatants or fighters, or civilians who directly engage in combat-like activities,” Mr. Alston noted, “but they are increasingly being used far from any battle zone.”

According to the UN Special Rapporteur, the United States, in particular, has put forward a novel theory that there is a ‘law of 9/11’ that enables it to legally use force in the territory of other States as part of its inherent right to self-defence on the basis that it is in an armed conflict with al-Qaeda, the Taliban and ‘associated forces’, although the latter group is fluid and undefined.

“This expansive and open-ended interpretation of the right to self-defence goes a long way towards destroying the prohibition on the use of armed force contained in the UN Charter. If invoked by other States, in pursuit of those they deem to be terrorists and to have attacked them, it would cause chaos,” he said.

Mr. Alston emphasised that “I do not for a moment question the seriousness of the challenges posed by terrorism. I condemn wholeheartedly the actions of al-Qaeda and all other groups that kill innocent civilians, as well as any groups that increase the danger of attacks on civilians by hiding in their midst. These actions unequivocally violate international law. But the fact that such enemies do not play by the rules does not mean that a Government can cast those rules aside or unilaterally re-interpret them. The credibility of any Government’s claim that it is fighting to uphold the rule of law depends on its willingness to disclose how it interprets and applies the law – and the actions it takes when the law is broken.”

In terms of the second problem – accountability – Mr. Alston observed that “it is an essential requirement of international law that States using targeted killings demonstrate that they are complying with the various rules governing their use in situations of armed conflict.”

The clearest challenge to this principal today, according to the independent expert, comes from the program operated by the US Central Intelligence Agency in which targeted killings are carried out from unmanned aerial vehicles or drones. “It is clear that many hundreds of people have been killed, and that this number includes some innocent civilians. Because the program remains shrouded in official secrecy, the international community does not know when and where the CIA is authorized to kill, the criteria for individuals who may be killed, how it ensures killings are legal, and what follow-up there is when civilians are illegally killed.”

The UN Special Rapporteur stressed that “in a situation in which there is no disclosure of who has been killed, for what reason, and whether innocent civilians have died, the legal principle of international accountability is, by definition, comprehensively violated.”

Mr. Alston noted that “the easiest contrast to draw is with the well-established practice of the US Department of Defense. While it is by no means perfect, the US military has a relatively public accountability process, as demonstrated earlier this week by its report on the incident in Uruzgan, Afghanistan, in which at least 23 civilians were killed based on erroneous intelligence from surveillance drone operators. Intelligence agencies, which by definition are determined to remain unaccountable except to their own paymasters, have no place in running programs that kill people in other countries.”

Among the issues addressed in Mr. Alston’s report (A/HRC/14/24/Add.6) are: the legality of targeted killings under the laws of war, international human rights law, and the law applicable when States invoke their right to self-defence; the definition and scope of armed conflicts in which the laws of war apply; the definition of who may be targeted and killed, when, and by whom, in the context of armed conflict; the rules governing the amount of force that may be used; the legality of drone killings in particular, and the international law requirements of transparency and accountability.

    From the Defense Industry Daily: Recent years have seen a variety of unmanned helicopter options introduced into the market. Boeing’s entry lays a breathtaking challenge before the field: what could the military do with a helicopter-like, autonomously-flown UAV with a range of 2,500 nautical miles and endurance of 16-24 hours, carrying a payload of 1,000-2,500 pounds, and doing it all more quietly than conventional helicopters? For that matter, imagine what disaster relief officials could do with something that had all the positive search characteristics of a helicopter, but much longer endurance. Enter the A160 Hummingbird Warrior (YMQ-18), which was snapped up in one of Boeing’s corporate acquisition deals. It uses a very unconventional rotor technology, and Boeing’s Phantom Works division continues to develop it as a revolutionary technology demonstrator and future UAV platform.

ARGUS, Autonomous Real-time Ground Ubiquitous Surveillance-imaging system

    From Wired.com: You may think your new ten-megapixel camera is pretty hot –- but not when you compare it to the 1.8 Gigapixel beast built for the Pentagon. The camera is designed as a payload for the A-160T Hummingbird robot helicopter now being quietly delivered to Special Forces. It will give them an unprecedented ability to track everything on the ground in real time. The camera is scheduled for flight testing at the start of next year. Developed under the auspices of Darpa, the camera is the sensor part of Autonomous Real-time Ground Ubiquitous Surveillance – Imaging System or ARGUS-IS. The camera is composed of four arrays, each containing 92 five-megapixel imagers. The other parts of ARGUS are the airborne processing system, which has to deal with a phenomenal torrent of data, and the ground-based element. The airborne part fits into a 500-pound pod. The Hummingbird is unique in its ability to hover at high altitude (over 15,000 feet) and its endurance of over 20 hours. This means it can park high in the sky and scan a wide area. Robo-chopper camera-maker BAE Systems says that its imager will be able to cover an area of over a hundred square miles. The refresh rate is fifteen frames per second and a “ground sample distance” of 15 centimeters –- this means that each pixel represents six inches on the ground. (The Darpa diagram, above, suggests a smaller area of coverage, 40 square kilometers or 15 square miles, at that resolution.)

On Saturday, March 20, 2010, there will be a mass National March & Rally in D.C. We will march together to say “No Colonial-type Wars and Occupations in Afghanistan, Iraq, Palestine!” We will march together to say “No War Against Iran!” We will march together to say “No War for Empire Anywhere!” Instead of war, we will demand funds so that every person can have a job, free and universal health care, decent schools, and affordable housing. US to supply ‘Shadow’ drones to Pakistan: Defence officials

[Ed. Note: India is very nervous about this. India has Drones in the air now, provided by Israel. One of the first Drones India purchased was a Harrop Suicide Drone (see below for video). They have more advanced Drones in the air also. The US supplying Pakistan with the Shadow Drone is the first step to either being supplied with more advanced systems, or Pakistan altering the Shadow Drone to carry weapons.     New DOD Effort Arms Low-Flying Unmanned Aircraft With Precision Weapons
    The Defense Department is planning a new pilot program to arm low-flying unmanned aircraft with precision weapons, a move to emulate strike capabilities of higher-flying Predator UAVs that Pentagon officials believe could point toward an entire class of small, unmanned systems capable of killing targets they locate. U.S. Special Operations Command will launch in fiscal year 2009 a technology demonstration effort to equip Shadow unmanned aerial vehicles with laser-guided munitions, according to Pentagon officials. . .“We’re going to weaponize Shadow for SOCOM,” John Wilcox, director of the joint concept technology demonstrations office in the Office of the Secretary of Defense’s Advanced Systems and Concepts shop, disclosed. “We’re also going to look at weaponizing a couple more small UAVs.” With one-to-five-pound weapons, these tny killers could take out high-value targets — “or hold a target at risk until bigger and better operational platforms with more ordnance get onto the battlefield.”

    ISLAMABAD: The United States plans to provide Pakistan with a dozen unarmed drone aircraft that will help bolster its military as it takes on Taliban militants, US defence officials said.
    Details of the drones emerged late Thursday during a visit to Pakistan by Defense Secretary Robert Gates, who was asked in an interview with Pakistani television if Washington would supply Islamabad with the unmanned aircraft.

    “There are some tactical UAVs (unmanned aerial vehicles) that we are considering, yes,” Gates said. Defence officials in his delegation afterward confirmed funds had been set aside to secure 12 Shadow aerial drones for Pakistan. The Shadow drones, smaller than the armed Predator and Reaper aircraft, are about 11 feet (three metres) long and have a wing-span of 14-feet, with sensors and cameras feeding video images back to operators on the ground.

    The Pakistani military already had some less sophisticated drones for surveillance but would need to heavily invest in training specialists to be able to take advantage of the new hardware, said US officials, who spoke on condition of anonymity. The US employs armed drones for missile strikes against Al-Qaida and Taliban figures in Pakistan, fuelling anti-American sentiment and drawing public condemnation from the government in Islamabad.

    Pakistani officials have previously called for Washington to provide its military with armed drones.

IAI developed the Harop for suppression of enemy air defense (SEAD) missions.

On Saturday, March 20, 2010, there will be a mass National March & Rally in D.C. We will march together to say “No Colonial-type Wars and Occupations in Afghanistan, Iraq, Palestine!” We will march together to say “No War Against Iran!” We will march together to say “No War for Empire Anywhere!” Instead of war, we will demand funds so that every person can have a job, free and universal health care, decent schools, and affordable housing. A day of action and outreach in Washington, D.C., will take place on Friday, March 19, preceding the Saturday march. There will be coinciding mass marches on March 20 in San Francisco and Los Angeles.

Cindy Sheehan and a coalition of groups has announced a new initiative set to begin in March 2010 called Peace of the Action, ( Click Here for More) an integral part of which will be a camp that will be set up beginning March 13.

    This camp will be a staging area for people coming to DC to take part in anti-war activities. Join Peace of the Action, Click Here. Our demand is simple: Troops out of the Middle East, which includes drones, permanent bases, contractors and torture/detention facilities. We will begin Peace of the Action on March 13th when we gather in Washington, DC to erect Camp OUT NOW on the lawn of the Washington Monument, directly across the street from the White House and our actions will begin on March 22nd.

    We need individuals who realize that time is running short for us to truly affect change through commitment and dedication to humanity through the end to the U.S. Empire (and its subsidiaries). March 20 is the seventh anniversary of the criminal war of aggression launched by Bush and Cheney against Iraq. One million or more Iraqis have died. Tens of thousands of U.S. troops have lost their lives or been maimed, and continue to suffer a whole host of enduring problems from this terrible war. This is the time for united action. The slogans on banners may differ, but all those who carry them should be marching shoulder to shoulder.

U.S. owns Pakistan; New Pakistan/French Drone; India’s Nuclear Test?

Three Stories for today:

Story One: The U.S. now owns Pakistan (add Iraq and Afghanistan Governments, and we now have three new Muslim countries under our control). The truth can be told. A few days ago, A.G. Khan was released from house arrest and could go wherever he wanted to go. Remember, he’s the Pakistani that spread his knowledge of how to build an Atomic Bomb to other countries and was put on house arrest under Musharraf to satisfy the U.S. So the U.S. now says he’s a danger if released. The Pakistani’s file another brief with another court and they issue orders to keep him under house arrest. Does our $7.5 BILLION dollars over the next five years in aid to Pakistan come into play? The full story in today’s Times of India.

Story Two:

Please re-read: Drones from Other Countries: We are not Alone So India has bought DRONES from Israel, and now Pakistan has DRONES from France, this is a push towards another war.

Story Three: Will India move forward with a new neuclear bomb test? Today’ story in Dawn.com reveals that the 1998 Indian tests may not have been as successful as reported. The hair on your neck should stand up on this one as Pakistan and India again put the Nuclear Chips on the table.

The U.S. forced the Pakistan Military to go into the tribal areas (Swat, etc) and drive out the citizens (over 2.5 Million people left their homes and towns) and then the Pakistan Military destroyed most of the infrastructure of these rural areas witn cannon fire and bombs from their helicopters and planes. This was the beginning of the public in Pakistan realizing the U.S. is in charge of another Muslim country. The war has spread to Pakistan. Write to your Congress Member and Senators here and tell them NO MORE TROOPS, NO MORE MONEY, BRING OUR TROOPS HOME NOW.

Drones from Other Countries: We are not Alone

The United States is not the only country with Drones.  The above video shows some experimental Drones, and some in use.  Is this what we have become?  The cat is out of the bag now.  Drones will be more dangerous than Nuclear Missiles because their use is not questioned.
UPDATE: Gallup Pakistani Poll:A massive 67 per cent say they oppose US military operations on Pakistani soil.

Below is an Iranian Drone flying over a U.S. Aircraft Carrier in the Persian Gulf.  If it were armed with missiles, the Aircraft Carrier would be in extreme jeopardy.

And a final one for today, the most disturbing one.  A family is wiped out by a Drone attack, documented here.  It is not easy to watch.  Many people were Terrrorized on both sides, and many civilians died needlessly.
